PBV4PS2 not heating up past 220

My in laws gave us this smoker because they never used it and had just purchased a pellet grill. I've always been anti-pellet grills/smokers but figured I'd see what the fuss was about. I bring it home, plug it in, and set it to 250. An hour and a half later its at 170. My brother in law tells me he tried to use it once and had the same result, so I'm assuming it was never REALLY used by the in laws. Since it was given to us I figured Id just buy all new hardware and that should fix it. I replaced the fan, motor, ignition stick, and auger because I couldn't get that stupid pin screw out connecting motor and auger. Started with fresh pellets I keep inside, and an hr into turning it on it hits 220 and doesn't go beyond that even though I then cranked it to 400 to see if that would help. When I went outside to check it, there was a large amount of dirty smoke coming from the hopper and cracks between the hopper and smoking chamber. Chimney was open pretty high and I opened the door seeing if that would get the air flowing but didn't seem to help. Is there smoke suppose to be coming though the holes in the inside of the smoker because I didn't see any. Any suggestions will be accepted and if that doesn't fix it, this thing is going to the curb.
