Startup Set Temp

When the smoker first turns on and begins it's startup procedure, what is the set temp for this procedure? I believe it ignores whatever you had previously as the set temp. If you turn it on and immediately change the set temp it appears to ignore that set temp as well. On startup mine always goes to 260F. How do I know when I can change the set temp and it will actually try to achieve that set temp?
 
I have the PBV4PS2 smoker and at startup it is in smoke mode automatically. I set it then to 225-300 degs and it'll be there in around 15-20 mins.
 
I don't think my model has a so called smoke mode. No mention of that term in the manual. However it does mention that there is a default set temp during startup but doesn't say what it is. Just that once startup has finished you can change the set temp to whatever you want. But how do you know when that is is my question? If I just leave it alone will it eventually go to the last set temp I had? I like to start my cooks at 220 but at startup it goes to 260 (even though set temp is 220) and I don't know the time frame or proper procedure to get the PID to realize it should adjust to 220.
